A side effect of corruption in Bangladesh

Since my last post on TI India’s poverty and corruption event , I’ve had the chance to sit down with Iftekhar Zaman, TI Bangladesh’s Executive Director, to hear about how corruption in his country can put such basic public services, as education and health, out of reach for many people.

After doing a survey on people’s experiences with these services, the TI chapter discovered that the majority of them had been victims of corruption. Iftekhar told me about how in response they set up around 130 information desks at the hospitals to advise people of their rights and basic entitlements. All these desks are run by young volunteers and they have managed to reach a staggering 30,000 people, resulting in significant improvements. Unauthorised payments appear to be drying up, complaint boxes have been installed in hospitals and fewer people are now going to private clinics when services are publicly available.

While telling me about these successes, Iftekhar recounted one story (Listen here) of how the volunteers spotted that small amounts of money at one hospital were not being accounted for. While small, these amounts quickly added up over the months and the volunteers successfully persuaded patients and the hospital management of the need to act. It was agreed that this money would go into a fund to be used for people who cannot afford to receive medical attention. The last Iftekhar heard the fund has benefitted more than 1,000 people.

Poverty, illiteracy, ignorance and socio-economic inequalities are regarded as the prime causes of corruption in Bangladesh. Corruption is regarded to be closely related to a ‘traditional’ mind-set to be the reach, not the result of particular conditions.

Corruption in Bangladesh is not just an economic exchange, generated by a monetary or ‘economic’ motive; neither is corruption an exclusively political activity, motivated by a desire to attain or retain political power. The process of corruption is more than economic or political – it is a social process as well, existing side-by-side with, and sometimes complementing economic and political activity.

Land Survey by settlement office of Bangladesh

When Government has fixed up high rate of Taxes and fees for Registration of Land by Deed., But unfortunately the Land Survey are conducted by Settlement Office of each District and Thaana level and DLR Office , Dhaka jointly in different time . .

Survey Official during completing their job adopts several stage operations for fixing up land ownership. .
And in most cases the title ownership are changed recording new holding number , thus deprived the actual land owner of his title right ,

These are really done for personal interest or gain ignoring the Title Right

Government have decided that the wrong made by Land Survey Official should be ratified by the Court of each District .
The intention of Government is good , but actual facts are different , In whole life correction may not be possible
The actual Tittle owner became undone and help less , can neither trasnsfer his Land nor the can sell the land to meet emergency expenditure.

Will the Land Ministry of Bangladesh please take immediate steps to protect the interest of such Land Owner . or Declare that these land based o actual Title Deed may be transferred or sell .

As you know most of the communities (such as Bengali) in this sub-continent are covered by ‘Culture of Poverty’ (Oscar Lewis), irrespective of class or economic strata, lives in pavement or apartment. Nobody seriously condemn or ashamed of the deep-rooted corruption, decaying general quality of life, worst Politico-governance, bad work place, weak mother language, continuous consumption of common social space (mental as well as physical, both). We are becoming fathers & mothers only by self-procreation, mindlessly & blindfold(supported by some lame excuses). Simply depriving their(the children) fundamental rights of a decent & caring society, fearless & dignified living. Pushing persons for a nasty survival, indulge the entire community to go perish. Do not ever look for any other positive alternative values to perform human way of parenthood, i.e. deliberately stop giving birth to any child him/herself till the society improves up to the mark, co-parenting children those are born out of extreme poverty, instead. All of us are driven only by the very animal instinct. If the Bengali people ever desires genuine freedom from vicious cycle of poverty, need to involve themselves in ‘Production of Space’(Henri Lefebvre), an intense attachment with the society at large to overcome inherent ‘hopeless’ mindset, decent Politics would certainly come up. – SB, 16/4, Girish Banerjee Lane, Howrah -711101, India.

land Survey of Kasba Police Station under Brahman Baria District including all the villages was completed by the Settlement Department under Director General of Land Survey , Dhaka, Bangladesh in 1992 , ,

But the same has not been published yet by Gazette notification till 2012 , which is indicative how this department is involve in creating problems and also involves in corruptions and malpractices .
