Pioneering pact promises fresh approach to water provision

Last month marked an historic turning point in the provision of water services to the residents of Old Town Mombasa. On Friday 20th of May, members of the Mombasa Water and Sewerage Company (MOWASCO) sat down with local residents to sign a development pact formalising the relationship between water service users and suppliers.

As part of the Transparency and Integrity in Service Delivery (TISDA) project’s collaborative approach to improving governance in the water sector in Kenya and other African countries, the pact aims to cultivate direct and transparent lines of accountability between MOWASCO and Old Town residents.

The agreement has been hailed as an unprecedented development in the region, where no such MOU has been signed before between water companies and users. Its main goals are:

  1. To improve the communication between MOWASCO and users
  2. That technicians work together with users to achieve improved reporting systems and billing
  3. That community members commit to maintain facilities and actively cooperate with technicians
